Create a new adjustment layer, choose levels, and then bring the right-hand slider (the white point) to the left a bit to brighten the image overall, and then play around with the middle slider until the contrast looks right! Although levels doesn't give the control that curves allows, for an image like this that only needs a little bit of help, it will be fine!
