Was this taken at a city park? If so, someone probably dumped him. If not, and this is a pond out in a field somewhere, then he may be able to fly if his wings have never been clipped. People tend to dump ducks at city parks. They get the cute babies at Easter and then they grow up.....

It looks to me like a Crested Blue Swedish duck. They are an heirloom or rare breed duck. Very cute
