Tower located near the end of the Oakland Shipping Terminal. Including San Francisco Skyline at dusk.

I had finished my photos for the day, put everything away and started walking back to my car. For some reason, after a few steps, I turned around and looked behind me. I decided this was a wonderful photo-op and set my tripod back up for the shot. I was kind of in a hurry, and I don't believe I used any filters when making the photo. The star-like quality of the lights is completely natural.

Well Alandra, here is your response nearly 5 years later: The star effect is caused by the apeture of the lens. Aparently, when the aperture is fairly small (a high f stop), bright lights at night will become star like. So, if you want to recreate this set up your camera with a high f stop. If you want to avoid it shoot lower something like F4.

this is good also. love the glow in the sky near the horizon and then the deepening dusk colours of it. Plus the terminal itself. Did you use one of those lens which create the "star effect"? or did that just happen?, or was it done with software? All in all a really nice photo
